In a large bowl add in chicken, seasonings, garlic, and ginger, mix well.
Press saute mode for 10 minutes on more on the Instant Pot, add in oil. Once oil is warm, add in chicken and brown both sides.
Once chicken has been browned, add in the remaining ingredients (except for the green onions).
Cover with the lid, set to sealing. Cook on high pressure for 16 minutes. Allow for a natural release.
