Brown the ground beef with onions over medium-high heat for about 5 to 7 min or until the onions are translucent and the beef is browned.
Add the green peppers and continue cooking for 5 to 7 more minutes or until cooked through.
Drain the grease.
Drain the cauliflower and chop it into bite-size pieces.
Add the ground beef, cauliflower, beef broth or water, and cream cheese into the pan along with the garlic powder, onion powder, smoked paprika, pink salt, and pepper.
Mix until fully combined and continue cooking until cauliflower is tender to touch and the cream cheese has fully melted into the beef mixture.
Add cheddar cheese on top of the cauliflower and beef mixture.
Turn heat to low and cover the pan with a lid so the cheese fully melts before serving.
